Egypt’s Public Prosecutor Receives Finance Minister Kouchouk to Strengthen Institutional Partnership Between the Public Prosecution and the Ministry of Finance

Cairo – Public Prosecutor Counselor Mohamed Shawky received Finance Minister Ahmed Kouchouk and his accompanying delegation at his office, as part of efforts to reinforce the institutional partnership between the Public Prosecution and the Ministry of Finance.

Counselor Shawky emphasized that the meeting reflects a constructive model of cooperation among state institutions, noting that the Public Prosecution—fully aware of its national responsibilities amid current global economic challenges—has proactively enhanced its collaboration with the Ministry of Finance through a series of concrete measures.

He explained that these measures included increasing the collection of judicial claims by 214% compared to the previous two years, inventorying and scheduling stagnant seizures dating back to the 1980s, and taking the necessary legal steps to dispose of them—leading to more than a 300% increase in revenues over the past four years. He further highlighted the continuous coordination with Ministry of Finance officials to support the financial restructuring process within the Public Prosecution.

The Public Prosecutor added that, in cooperation with the Ministry of Finance, the Public Prosecution is preparing to deliver 200 kilograms of gold bullion—previously seized and refined at the expense of the Prosecution—to the Central Bank of Egypt as a permanent reserve asset, in a pioneering national initiative that underscores the Prosecution’s commitment to supporting the national economy.

He stressed that these efforts fall within the framework of strengthening transparency, good governance, and safeguarding public funds, affirming that the Public Prosecution places economic-related files at the forefront of its priorities in order to serve the public interest.

For his part, Finance Minister Ahmed Kouchouk expressed his great appreciation for the strong cooperation with the Public Prosecution in the service of the state, the business community, and citizens. He confirmed that the Ministry of Finance is working diligently to reduce and resolve tax disputes voluntarily with taxpayers, through internal committees and amicable settlements via simplified mechanisms—ensuring a balance between safeguarding state revenues and protecting the rights of citizens and investors alike.

The Minister also praised the Public Prosecution’s efforts in promoting governance, transparency, fiscal integrity, and economic performance. He pointed out that the initiatives to liquidate stagnant seizures and convert seized gold into bullion to reinforce foreign reserves are significant steps that demonstrate a shared vision in supporting the national economy.

He further underlined that continuous training is a cornerstone for keeping up with laws and their interpretations, thereby ensuring the achievement of the public interest.

The event concluded with honoring a group of Ministry of Finance experts who contributed to the design and delivery of training programs for administrative staff of the Public Prosecution, in recognition of their role in transferring expertise and enhancing institutional efficiency.
