End of March is Set as Deadline to Submit Real-Estate Tax Returns, announces Head of Real-Estate Taxation Authority

Head of Real-Estate Taxation Authority, Mr. Anwar Fawzy, confirmed that the end of March 2021 is the deadline to submit the real-estate tax returns for property owners or those who benefit from their real properties.

Head of Real-Estate Taxation Authority announces:

  • Property unit tax returns may be submitted at any tax office or through "Digital Egypt" platform.
  • Private property units of value less than EGP 2 million are exempted provided that owner submits a "tax exemption request".
  • Private property units with annual rental value less than EGP 24 thousand are exempted on condition of submitting tax exemption requests by landlords.
  • Unoccupied lands or any properties subject to whole or partial collapse are untaxable.
  • Real estate tax shall be only EGP 120 paid annually for the private property with a value of EGP 2 million.

Head of Real-Estate Taxation Authority, Mr. Anwar Fawzy, confirmed that the end of March 2021 is the deadline to submit the real-estate tax returns for property owners or those who benefit  from their real properties.

Returns shall be submitted to any real estate tax office throughout Egypt or via the online platform "Digital Egypt" at "https://digital.gov.eg" . Through the latter, taxpayers can electronically submit their real estate tax returns in simple way.

Such step comes within efforts of  Dr. Mohamed Maait, minister of finance, to facilitate public oriented services through the ideal application of modern technology as part of the strategic project of the State digitalization. The minister indicated that part of the real estate tax proceeds are allocated to spending on education, health and developing slum areas nationwide.

Mr. Fawzy explained that a private property unit with a value less than EGP 2 million shall be tax exempted, provided that the owner  submits an exempt request "form6". This shall be attached with a "real-estate wealth statement at form6 repeated", enclosing a list with all the properties owned or benefited from all over Egypt.

Property (private property units) with a market value worth EGP 2 million are taxable with EGP 120 per year, while those valued EGP 2.5 million and  EGP 3 million shall pay annual real estate taxes of EGP 750 and EGP 1380, respectively.

Also, private dwelling units with annual rental value less than EGP  24,000 are tax exempted; thus, the owner has to submit an exempt request "form6" along with a "real-estate wealth statement at form 6 repeated", including a list with all the properties owned or benefited from throughout Egypt.

Mr. Fawzy noted that no taxes shall be paid in cases of units exposed to whole or partial collapse, consequently rendering the whole or part of the property unfeasible. Same applies to unoccupied lands which are independent of built-up properties.  In such case, relevant persons shall submit a request to the related tax revenue body, whereby a tax estimation and enumeration committee shall examine the request and decide on the proprietor's eligibility of tax exemption.

Mr. Fawzy detailed that tax returns of built-up real property units shall include returns for:  all built-up units, recently constructed buildings, parts attached to previously counted properties, buildings with  new modifications,  buildings that have undergone architectural  modifications  affecting their  landscape or rental value, and  independent or unoccupied lands and buildings that are no more tax exempted.

He clarified that tax is paid in two equal annual installments: the 1st from 1st  of January till the end of June and the 2nd  from 1st of July till the end of December each year.  He pointed out that last December was scheduled to be the deadline to submit tax returns for built-up properties constructed through the 1st of July till the end of last December 2020. However, the deadline was extended till March to offer taxpayers more time to do the required.

He added that the tax estimated for real properties takes into consideration the prevailing and guiding prices at each residential area and equivalent rents. Taxpayers shall have the right to  appeal against such tax estimations, in case of exaggeration, during 60 days as of their notification with the annual rental value and due tax. An appeal request shall be submitted to the tax office the property is affiliated thereto, to be accordingly settled by the competent tax committee.
