Finance Minister Delivers on Promise, Launches First Mobile Application for Real Estate Tax Services
Family Homes Valued Below EGP 8 Million Exempt from Tax... Discounts of Up to 30% for Compliant Taxpayers
Tax Returns, Payments, and Exemption Requests Now Available Online Without Visiting Tax Offices
Minister of Finance Ahmed Kouchouk announced the launch of the first mobile application for real estate tax services, delivering on a commitment previously made as part of the government's broader vision to simplify procedures and improve services for citizens.
The new application enables taxpayers to electronically file real estate tax returns, make advance tax payments, settle outstanding tax liabilities, and apply for exemptions for family primary residences.
Kouchouk said the application marks a significant milestone in modernizing real estate tax administration, noting that, for the first time, owners of multiple properties will be able to file a single tax return covering all their units. Electronic payment receipts will also be officially recognized as proof of payment.
The Minister explained that the new package of real estate tax facilitations aims to ease procedures, reduce compliance burdens, and support taxpayers. As part of these measures, the tax exemption threshold for a family's primary residence has been increased from EGP 2 million to EGP 8 million, extending relief to a much broader segment of citizens.
He added that the Ministry of Finance is currently developing a smart indicative pricing map for built properties to help standardize valuation criteria and ensure fairness and transparency in property assessments nationwide.
Kouchouk noted that taxpayers can now submit exemption requests for their family residences directly through the electronic tax return system without the need to visit real estate tax offices, saving both time and effort.
He further announced that late-payment charges will be waived upon settlement of the principal tax liability by October 2. Ongoing disputes may also be settled through payment of 70 percent of the assessed tax due before the same deadline.
The Minister stressed that no tax will be imposed on properties that have been demolished or on buildings that cannot be utilized or occupied due to exceptional circumstances beyond the owner's control.
He also highlighted a new incentive scheme designed to encourage voluntary compliance. Taxpayers who submit their returns within the statutory deadline will receive a tax discount of 25 percent for residential properties and 10 percent for non-residential properties.
The incentive increases to a 30 percent tax discount for taxpayers who make advance payments ranging from EGP 200 to EGP 1,000, depending on the type of property unit.
For his part, Rami Youssef, Assistant Minister of Finance for Tax Policies, said the government is opening a new chapter with all taxpayers who voluntarily come forward to file returns for previously unregistered properties, stressing that “the past will be forgiven” for those who choose to comply.
He added that all appeals filed by the Real Estate Tax Authority and currently pending before appeal committees will be withdrawn. The Authority's power to challenge rental values determined by assessment committees will also be abolished, helping strengthen trust and reduce disputes between taxpayers and the tax administration.
Youssef further noted that taxpayers will be allowed to pay both tax liabilities and late-payment charges in installments through electronic payment channels, providing greater flexibility and convenience for citizens.
