Finance Minister Ahmed Kouchouk confirmed that the Ministry of Finance is examining new incentive measures to stimulate growth in productive sectors and strengthen entrepreneurship in the Egyptian economy. He added that the ministry is working closely with the Micro, Small and Medium Enterprise Development Agency on a new initiative to provide affordable, entrepreneurship-driven financing for youth, noting that the integrated and simplified tax system has proven successful, and that new incentives will soon be announced for the first 100,000 new taxpayers joining this facilitated regime.

Speaking during an open dialogue with representatives of technology companies at Cairo ICT, Kouchouk emphasized that expanding the tax base is a top priority and must be achieved through genuine partnership with the business community. He explained that the ministry aims to establish high-quality customer service centers that provide exceptional services based on advanced technology, alongside specialized units within the Tax Authority and the Customs Authority dedicated to improving and simplifying procedures. These units will be expanded gradually across the system.

Kouchouk announced that the second package of tax facilitations will be presented for public consultation in December to support committed and long-standing taxpayers. This package will include practical solutions to existing tax challenges and incentive measures for activities such as tax registration and stock-market transactions. He highlighted that the ministry is building a comprehensive, integrated risk-management ecosystem with a more targeted approach to supporting long-term investors.

The minister also confirmed that the real estate tax system will soon include the launch of a mobile application offering simple, user-friendly services for citizens. He stressed the importance of employing artificial intelligence to simplify information for investors and all users interacting with the Ministry of Finance and its affiliated authorities.

Kouchouk noted that the ministry now monitors state budget revenues and expenditures in real time, which enables more accurate and timely decision-making. He added that the digital transformation and automation of financial systems have created a massive volume of data — a strong opportunity for investment in artificial intelligence. AI-powered analytics, he said, will enhance Egypt’s capacity for forecasting, improve service quality, and help meet citizens’ needs more effectively.

During his tour of the E-Finance and E-Tax pavilions, the minister praised their contributions to Egypt’s digital transformation. He reaffirmed the importance of digitizing and simplifying all procedures for the benefit of both the economy and citizens, stressing that the use of AI across the tax ecosystem is essential to easing processes for taxpayers.

For his part, Khaled Abdel Ghany, CEO of E-Tax, expressed his appreciation for the minister’s support and for the leadership of Ibrahim Sarhan, Chairman of E-Finance for Digital and Financial Investments and Chairman of E-Tax. Abdel Ghany noted that Sarhan’s strategic vision and inspired leadership have been pivotal to the company’s achievements, motivating teams to continue expanding digital infrastructure and advancing Egypt’s tax-technology ecosystem.
