Finance Minister Ahmed Kouchouk announced the launch of an initiative to establish a dedicated account to finance feasibility studies and transaction advisors for Public-Private Partnership (PPP) projects. Speaking at the “PPP Project Preparation Mechanism” conference organized by the Central PPP Unit at the Ministry of Finance in cooperation with the European Bank for Reconstruction and Development (EBRD), and attended by several ministers, Kouchouk stressed that the initiative aims to expand PPP frameworks to accelerate Egypt’s development trajectory.
The Minister praised EBRD’s strong role in supporting PPP projects in Egypt, noting that the government is building an enabling framework to attract private investment, reinforcing trust, partnership, and certainty for the business community. He highlighted that the private sector—both local and foreign—has demonstrated its growth potential and competitiveness, accounting for 65% of total investments.
Kouchouk pointed out that the government successfully approved and launched 30 PPP projects last fiscal year with total investments of EGP 41 billion. These projects cover critical sectors such as dry ports, potable water, sanitation, industrial wastewater, sludge treatment, electricity substations, distribution networks, and technical education. He further revealed that the pipeline of upcoming PPP projects is valued between EGP 25 and 30 billion.
Planning, Economic Development, and International Cooperation Minister Dr. Rania Al-Mashat underlined that the newly launched PPP preparation mechanism reflects strong cooperation between the Egyptian government and EBRD, providing both technical and financial support for project implementation across multiple sectors. She emphasized that this initiative complements Egypt’s broader efforts to strengthen the private sector’s role in the economy, as more than 80% of EBRD’s investments in Egypt are directed to private enterprises.
Dr. Al-Mashat added that Egypt has positioned itself as a regional hub for partnerships with international financial institutions as well as domestic and foreign investors, through technical assistance and concessional financing. She stressed the government’s coordinated economic policies—particularly between the Ministry of Finance and other economic ministries—are designed to sustain macroeconomic stability, empower the private sector, and deliver strategic development goals.
Atter Hannoura, Advisor to the Minister of Finance for PPP projects, stated that the initiative is a model of fruitful cooperation with EBRD, launched with initial capital of €10 million. He explained that it will significantly reduce the contracting period with advisors—from nearly 15 months to just eight weeks—enabling Egypt to launch more than 10 PPP projects simultaneously.
Hannoura added that winning investors will reimburse the account for project preparation and advisory costs, ensuring financial sustainability. He also noted that the account could be used to support green PPP projects in the future.
