Finance Minister to “Bank of America”: Egypt Adopted Proactive, Balanced and Flexible Approach to Address Global Crisis Challenges
Egypt has responded to the challenges of the ongoing global crisis with proactive, balanced measures and a flexible policy framework, Finance Minister Ahmed Kouchouk said during a meeting with investors organized by Bank of America on the sidelines of the IMF–World Bank Spring Meetings in Washington.
Kouchouk affirmed that fiscal policy is guided by four key priorities aimed at strengthening public finance discipline, supporting economic activity, and stimulating the business community.
He added that Egypt remains committed to advancing its economic and structural reform agenda, alongside implementing initiatives to support production, industry, exports, and tourism.
The minister noted that the government is keen to meet citizens’ basic needs, ensure adequate liquidity for the energy sector, and safeguard food security.
Kouchouk said external debt of budget sector entities declined by around $4 billion in June 2025 compared with 2023 levels. He added that Egypt recorded a primary surplus of 3.5% of GDP, while the overall deficit stood at 5.2% in the period from July to March of the current fiscal year.
He said that transparency, open dialogue, and the credibility of implemented measures have provided investors with greater clarity on Egypt’s business environment, adding that tax facilitation measures are helping broaden the tax base and increase tax revenues by 29% during the current fiscal year without imposing new burdens on investors.
