Kouchouk at the Second Cairo Forum 2025: Optimistic about Egypt’s economic outlook and the private sector’s growing role in driving future growth

Kouchouk emphasized that the recent economic reforms have attracted strong investor interest and delivered tangible results, reflected in a surge in private investments.

Minister of Finance, Ahmed Kouchouk, expressed his optimism about Egypt’s economic future and the private sector’s increasing capacity to lead growth in the coming period. He emphasized that the recent economic reforms have attracted strong investor interest and delivered tangible results, reflected in a surge in private investments.

Speaking at the Second Cairo Forum 2025, Kouchouk said that “Egypt has become a real and visible point of interest in manufacturing and exports across the Middle East and Africa, and a magnet for international partnerships.”

He added that “with global inflation rates declining, the priority must be to advance economic development efforts and create more job opportunities.”

Kouchouk noted that major international companies are expanding their operations in Egypt, supported by a competitive logistics base. He highlighted the strong coordination within the government’s economic group, saying: “We work as one integrated system to serve the state’s strategic objectives, betting on industry and exports as key engines for growth while maintaining financial stability.”

The Minister revealed that a second package of “tax facilitation measures” will soon be launched, offering important incentives for both investors and taxpayers. He added that the Ministry is implementing balanced policies aimed at strengthening the economy and creating decent job opportunities for Egypt’s youth.

He also pointed out that a package of customs facilitation measures is underway to support the business community and stimulate the investment climate.

Kouchouk announced that the government will launch a Strategy for Reducing and Improving Debt Indicators of Budgetary Entities before the end of December 2025, and an Intermediate-Term Tax Strategy before March 2026, to open dialogue and ensure tax certainty and transparency.

On the continental level, the Minister stressed the need for balanced African policies that enhance the competitiveness of African economies in global markets. He added: “Africa holds immense opportunities for attracting investments. We must work together to deepen industrialization and exports for the benefit of our peoples. There are vast financial resources in the East seeking new markets, and we must position ourselves strongly to direct these flows in favor of the continent.”
