Egypt’s Cabinet will review a draft bill that will regulate the Public Private Partnership program, which will later be presented to Parliament for discussion and ratification, reported Al-Ahram.   The law will be the only legislation regulating PPP projects, replacing the tenders and auctions law which has provided the legal basis for the projects over the past year and a half, Beltone Financial reporter.   Under the proposed law, the private sector will be allowed to build, operate and maintain infrastructure projects in return for a periodic payment by the government throughout the lifetime of the project.   The draft bill indicates the project time frame could range between five and 30 years, with a minimum total contractual amount of LE 100 million. The government would monitor implementation and operation of the PPP projects to ensure a minimum level of quality of service.   Beltone Financial said the government had launched the PPP program recently, awarding two projects as part of its efforts to improve its infrastructure facilities, including roads, bridges, power plants, schools, hospitals and water and waste water projects.   The Ministry of Investment is currently promoting 49 PPP projects, worth LE 82 billion, to investors including infrastructure, transportation and industrial projects.   Source: Daily News Egypt
