- Establishing Institutional work in State’s administrative body will be achieved by human development and according to international systems

Minister of Finance, Hany Kadry Dimian, announced that Ministry of Finance launched new initiative entitled leadership competencies and skills management and development, focusing on applying the international systems in preparing and raising the efficiency of leadership in Ministry of Finance and its affiliates, as well as prepare leaders from second and third line in the Ministry and all authorities.

The Minister said that establishing the institutional work in State’s Administrative Body will only be achieved by enabling human potentials and giving many powers and responsibilities for employees in the middle administration. This requires to follow international systems in human resources development, in order to be in Egypt a consecutive rows from leadership capable of bearing the responsibility.

He added that the initiative cope with the principles of law no.5/1991related to civil jobs, in which it will raise the leadership qualities and the ability to take the proper decision of promoting to high administrative jobs.

He said that the initiative will be implemented on two phases: the first starts with around 1250 from senior officials in Ministry of Finance and its affiliated authorities, they represent the first and second row as currently working as mangers and head of sectors in the Ministry and its affiliated authorities, targeting to upgrade their professional performance through a number of training activities on leadership arts, how to find and promote that in their subordinates, as well as the rules of giving powers for the middle administration to train its employees on assumption of responsiblity.

While the second phase will include smaller employment levels, after constructing the necessary examinations for who wants to join and take the benefit of the training programs, which will be organized in framework of the new initiative, and that will take 3 months.

Deputy to Minister of Finance for institutional development, Dr. Amer Badawy, said that the initiative targets the establishment of human capacity building culture and its concepts as a basic component in the development operation; because permanent modernization in leadership sciences impose on preferred institutions, in improving its functions and raising its performance efficiency to interest in those sciences and keen to develop its management techniques. In addition to provide effective leadership for State’s institutions capable of coping with global technical and administrative developments, ensuring the continuing sustainability of institution work and its continuing progress based on an effective administrative structure, as well as treatment of administrative bureaucracy that surrounded the inventors and suppress the spirit of leadership they have.     

He added that the initiative has a specific importance, because it will confirm for society the truth of institution power comes from its ability to generate second and third row, manage and develop its human resources stock, and increase the skills of its employers.

He said with regard to the initiative aims that it is represented in skills, efficiencies, and core potentials in employees of Ministry of Finance and its affiliates, to utilize that capacities in work techniques development plans in the Ministry, with identifying training requirements staff needed in different administrations and accurately which will effectively contribute in training programs design, matching the real needs, and promoting the general performance in the Ministry.
