• Establishing a Forum for efficiencies, think tank and solving staff problems for development and promotion of work efficiency .

• Enhancing the role of women and youth to assume leading positions in compliance with efficiency standard .

• Enforcing  the central procurement of governmental vehicles , so as to achieve financial surpluses .

• Integrating regulations and laws regulating finance for preparing a unified draft law of public finance .

  Within the communication strategy with the Ministry staff along the Ministry’s  different sectors, Minister of Finance, Mr. Hany Kadry held a meeting with the State's general budget sector staff.

  During the meeting, the Minister confirmed that he appreciates the staff of the State's general budget sector and the other sectors in the ministry , for their exerted efforts in preparing the general budget  draft for the new fiscal year 2014/2015. Therefore , he was keen to meet all of them, specially  young researchers , and sectors leaders. He pointed that he plans to  make  qualified cadres from the second and third degree staff to constitute an efficiencies’ forum to assume responsibility in the future.

 Ambassador : Ayman Alkaffas, the Official speaker of Ministry of Finance, and the head of the state’s general budget sector, Mr. Atef Malash participated in the meeting .
The Minister also said that a strategy will be established for a competency career route to assume leading positions from the  experienced and competent staff, assuring that they have adequate knowledge and experience of other sectors’ mechanisms , to enrich the Ministry work.

The Minister announces the establishment of a think tank for constructive ideas, proposals and  suggestions , asking all employees in different sectors for improving  work in various technical, administrative and legislative trends , proposal shall be submitted to the sectors heads to classify, itemize them and to apply useful ideas and suggestions to be included in the Ministry action plans on short and long term, especially that are related to improving the State's public financial management .

He also said that such proposal aims at benefiting from the experiences of all the Ministry of Finance staff, as well as developing a new relationship between senior management level and other levels. This would involve everyone in assuming responsibilities, improving work environment and supporting the state’s efforts in joining youth in assuming the responsibility of building Egypt's future

The Minister asserted on the importance of establishing  the Ministry restructuring plan and performance development; and affirmed on dividing the Ministry’s administrative structure on a functional  and rather than an administrative basis, allowing a clear identification of responsibilities and tasks , work time efficiency , raising the efficiency of the Ministry staff with a balanced distribution of burdens and responsibilities on short and medium term to change the strategies of the State public finance management.

The Minister said , “ This plan will also introduce updated applications for automated management including all public treasury functions and wages automation;  generally treatment procedures in order to achieve great financial savings.

 Dr. Hany Kadry Dimian declared that there is an urgent necessity to consider the legislations organizing public finance, and collecting them in a unified public finance draft law, and he pointed that it will be benefited from international finance institutions’ experiences in this domain, by forming  a team work from the Ministry to perform these tasks.

During the meeting , a number of employees present many proposals, that delighted the Minister, of which the application of decentralization policy  in decision making procedures in different Ministry’s  sectors, alongside with different practical experiences along the Ministry, through establishing a policy for moving among different administrations for fixed periods either by placing or seconding that gives them more experience, provided that such processes should be subject to criteria ensuring that their original administrations would not be affected.

The Minister confirmed on the importance of full application of  equal opportunities principle, especially woman, who should  assume  her entitled leading and supervisory positions. Therefore, shall be considered when undertaking jobs, provided that efficiency should be the basic criteria for choosing any way.

The Minister affirmed that the coming  period will witness the activation of government vehicles central purchase mechanisms, as the government decided to be committed with central purchase via the Government services authority affiliated to the Ministry of Finance , and this will share on taking better prices that will achieve State financial savings.
