-

News Date: 6/30/2010 12:00 AM  New State Budget Effective Thursday
Starting Thursday, July 1st, the new State budget for the fiscal year 2010/2011 will come into effect. The Finance Ministry has already begun a scheduled transfer of financial allocations for other ministries and administrative bodies, to allow them to immediately implement their planned projects.

Public expenditure in the new State Budget amounts to L.E. 403,168 bn (a 13% increase compared to last year's budget), Dr Youssef Boutros Ghali, the Minister of Finance, pointed out. There are 7 basic principles governing public expenditure, including the completion of comprehensive feasibility studies for state-funded projects that have not yet been implemented, especially strategic projects, Dr. Ghali said. Priority will be given to those projects which already have allocations, but have not been finalized yet.

Other principles include a clear identification of the sources of finance and repayment methods for public projects, adherence to the standard legal procedures in commissioning projects so as to avoid the "direct order" system, and giving priority to local production and supply in order to boost the economy.
