For the first time since the introduction of the social security system in Egypt, Prime Minister Dr. Essam Sharaf has issued a decree appointing Pensioner Union Secretary General, Saeed Al-Sabbagh, a member of the board of the National Organization of Social Security as a representative of pensioners. He is to participate in the management of the Organization affairs in order to guarantee transparency in administration and management of the social security funds and investments. This representation is the first such move to give real representation of pensioners in the board of the National Organization of Social Security since its inception, a move which is consistent with the pensioners' current requests to be represented in the board of directors of the Organization. Pensioners are thus really represented in the process of decision making in issues relevant to their interests and rights, while workers are represented by Egypt’s Labour Union chief, and employers enjoy representation by the chiefs of the Industry Union and the Commerce Chambers’ Union. The Cabinet decree is an implementation of the new Social Security and Pensions Law number 135 of 2010 stipulating to represent pensioners in all councils responsible for managing social security and pension funds, including the ministerial council which will be responsible for planning the strategies of social security and pensions on the national level in Egypt. Moreover, the decree included appointing Minister of Finance Advisor for Social Security and Pensions, Dr. Mohammed Moeet, a deputy of the National Organization of Social Security, to carry out his new responsibilities in addition to his current ones as an advisor of the Minister of Finance.
