Dr. Youssef Boutros Ghali has explained that the Public Private Partnership (PPP) is a government policy to encourage private sector contributions to the State development plan with particular attention to infrastructural services.  The private sector undertakes State investment projects, the management and the maintenance over long periods of time in efforts to diversify services.

Dr. Ghali said particular attention has been paid to the British experiment, confirmed in a meeting with Mr. Steven Harris,  the chairman of a British PPP investment group.  Ghali praised PPP which calls for the  setting up a central unit to operate other units in ministries whose work will be operated by the private sector such as the ministry of education, higher education, health, transport, communication, housing and water resources in addition to four other ministries with honorary roles.
