Finance Ministry Outlines Egypt’s Economic Strategy to International Investors

Egypt’s Ministry of Finance has stepped up engagement with international investors to present the country’s strategy for navigating current economic challenges and to reinforce confidence in the national economy.

Finance Minister Ahmed Kouchouk said the government has adopted a swift, proactive approach that has been met with positive reactions from global investors, noting that transparency and open communication are key to building trust in the state’s policy direction and implemented measures.

The minister explained that the government has reprioritized its agenda to balance support for the economy, citizens, and investors, emphasizing efforts to secure the financial resources needed for the energy sector, ensure food security, and meet essential public needs.

He added that Egypt’s economy remains resilient and is moving steadily toward stability, opening up new prospects for investment, manufacturing, production, and exports. He also highlighted the availability of investment opportunities backed by tax and customs incentives that support the business community.

For her part, Nevine Mansour, Advisor to the Minister for Economic Institutions Relations, said the ministry maintains continuous communication with investors, issuing regular, balanced, and transparent reports on Egypt’s economic developments.

She noted that three virtual meetings were recently held, including one with Jefferies Financial Group and two others with Italian and European investors as well as equity market participants, organized by Intesa Sanpaolo.

Mansour added that Egypt delivered strong fiscal performance during the nine-month period from July to March, supported by economic activity growth and increased private sector investment. The country recorded a primary surplus of 3.5% of GDP, while the overall budget deficit stood at 5.2%.

She emphasized that tax facilitation measures, incentives, and strengthened partnerships with taxpayers contributed to a 29% increase in tax revenues without imposing new burdens, alongside improved voluntary compliance.

She also pointed to a $4 billion decline in external debt of budget sector entities in June 2025 compared to 2023, reflecting improved fiscal sustainability indicators.
