Minister of Finance Dr. Youssef Boutros Ghali has summed the role of the European Union in the forthcoming cooperative stage with Egypt:

The resumption of economic and structural reform.

The application of the unified treasury system including monetary and debt frameworks, accounting, management of assets and commitments, risk evaluation, developing internal monitoring systems, the issuance of reports and mechanizing the systems.

Focusing on developing financial institutions in the face of challenges resulting from the liberation of capital markets.

Developing monitoring systems..Improving the working  conditions for internal governance and increasing the role undertaken by market players with regards to “autonomous rule”, in addition to encouraging transparency, the degree of competitiveness and opening markets, as well as the conformity of operative rules in line with different regions.

.The presence of effective mechanisms to finance small and medium enterprises.

The above came in a working paper proposed by Dr. Hany Kadry, assistant to the Minister of Finance on the latter’s behalf at the Euro-Med conference in Toronto. The second initiative was proposed by the Italy and Spain for the financing of small projects from the available funds from both states in addition to the European Investment Bank.  Egypt has welcomed the initiative while approving the idea that Euro-Med countries’ institutions participate in the operation.
