Kouchouk Meets Accounting Firms and Tax Experts as Finance Ministry Prepares New Tax Facilitation Packages to Strengthen Partnership with the Business Community
Egypt’s Finance Minister Ahmed Kouchouk said on Monday that the government plans to roll out a series of tax facilitation packages, as part of broader efforts to strengthen cooperation with the business community and encourage compliance
Kouchouk made the remarks during a meeting with representatives of major accounting firms and tax experts as part of a community dialogue on the second package of tax facilitations and procedural reforms, the finance ministry said in a statement.
He said the Egyptian Tax Authority has been holding consultations with various stakeholders to gather feedback on the new facilitations package, with the aim of introducing effective tax amendments and reforms.
According to Kouchouk, the second package focuses primarily on compliant taxpayers and includes measures such as faster tax refunds and improved tax clearing procedures.
He added that the package also introduces key reforms related to real estate transactions, particularly for individuals who carry out multiple deals within a single fiscal year.
Kouchouk said the Real Estate Tax Authority will adopt a new operating approach, allowing taxpayers to access detailed information on their tax obligations and complete payments through mobile applications.
He also noted plans to raise the tax exemption ceiling for first homes.
The finance minister said the government intends to launch a medium-term tax policy strategy during the current fiscal year to provide greater clarity to the business community on its policy direction.
He reiterated that the government aims to expand the tax base, reduce tax evasion and attract new compliant taxpayers who submit returns on time.
Kouchouk also said he met with officials from the Financial Regulatory Authority to discuss measures to encourage large companies to re-list on the Egyptian Exchange.
Separately, he announced the preparation of several guidance documents, including an Exporter Service Guide, citing an increase in export revenues from about $500 million to $5 billion over the past two to three years.
He added that three specialised service centres will be established in Sheikh Zayed City, New Cairo and New Alamein to provide technical support and tax services in partnership with the E-Tax Company.
Kouchouk said the Tax Dispute Settlement Law will be reactivated as part of the new facilitation package, which seeks to introduce simpler and more transparent procedures.
Highlighting the role of the private sector, he said the state continues to rely on private investment as a key driver of economic growth and aims to involve private companies in major national projects while providing appropriate financing.
According to Kouchouk, private investment grew by 73% over the past year, while tax revenues increased by EGP 600 billion Egyptian without imposing new tax burdens. He said the ministry received around 400,000 applications for tax dispute settlements and processed 650,000 new or amended tax returns totaling EGP 80 billion. Taxpayers also voluntarily disclosed business activities valued at about EGP 1 trillion annually.
