Minister of Finance Ahmed Kouchouk affirmed that Egypt’s fiscal policy has become increasingly effective in supporting economic growth and development by maintaining a careful balance between stimulating economic activity and preserving fiscal discipline and stability.
He stressed that the Government’s priority is to broaden Egypt’s economic, productive, export and tax bases in order to generate sustainable state revenues and reinforce long-term growth.
The Minister made the remarks during his meeting with David Amiel, French Minister Delegate for Public Accounts, on the sidelines of the Paris Forum, where the two sides discussed opportunities to strengthen bilateral cooperation in public finance, tax administration, customs modernization and digital transformation.
Kouchouk said Egypt has opened a new chapter of trust-based partnership with investors through successive packages of tax and customs facilitations that address practical business challenges. He noted that the private sector has responded positively to these economic and fiscal reforms, with private investments growing by 73% during the last fiscal year, reflecting growing investor confidence in Egypt's reform agenda.
The Minister added that the Government continues to harness technology and artificial intelligence to improve and simplify services provided to businesses and citizens. He emphasized that sustained investment in human capital will remain the cornerstone of every reform and modernization effort, ensuring durable and meaningful outcomes.
Kouchouk also noted that Egypt is entering the new fiscal year with strong economic and fiscal fundamentals, supported by a substantial primary surplus, a declining overall budget deficit and a continued downward trajectory in the debt-to-GDP ratio.
He reaffirmed Egypt's commitment to maintaining a balanced fiscal framework that supports economic expansion while safeguarding macroeconomic stability, emphasizing that the Government will continue to strengthen public finances without compromising growth.
The Minister also expressed Egypt's interest in expanding cooperation with France through the exchange of expertise in broadening the tax base and simplifying tax and customs procedures. He added that Egypt looks forward to benefiting from the French experience in digitalizing and streamlining public procurement procedures as part of the Government's ongoing public financial management reforms.
