We aim to conduct an impartial evaluation of the first tax facilitation package to improve performance and identify areas for enhancement.
Customs clearance time and costs were reduced last year through strong coordination with the Ministry of Investment and Foreign Trade.
Debt-for-investment swaps and diversified financing instruments drive growth and development while reducing debt levels.
The new export rebate program stimulates productive sectors and supports greater access of Egyptian exports to global markets.
EGP 120 billion initiative to support industry… and another EGP 50 billion to stimulate tourism.
We are committed to supporting domestic industry and positioning Egypt as a regional hub for production, export, and investment.
Private investment rose by around 73% last year—confirming the strength of the private sector’s role in driving growth and development.
Mr. Ahmed Kouchouk, Minister of Finance, affirmed that the government is building on the progress achieved under the “Partnership and Certainty” track with investors, and will launch the second package of tax facilitations during the current month of November. He explained that the ministry implemented 20 tax reforms last year, which contributed to simplifying procedures, offering further facilitations, and building trust with investors.
Speaking at a roundtable organized by the American Chamber of Commerce in Cairo, Kouchouk stated that the government intends to carry out an impartial evaluation of the first tax facilitation package to enhance performance and identify any areas requiring improvement. He added that customs clearance time and costs were reduced last year through strong coordination with the Ministry of Investment and Foreign Trade.
He noted that implementing debt-for-investment swaps and diversifying financing sources and instruments help support the path of growth and development while reducing debt levels. He also emphasized that the new export rebate program stimulates productive sectors and enhances the global market penetration of Egyptian exports.
Kouchouk added that the government launched a EGP 120 billion initiative to support the industrial sector, along with a EGP 50 billion initiative to stimulate tourism. He stressed that efforts continue to support domestic industry and position Egypt as a hub for production, exports, and the attraction of leading local and international companies.
He highlighted the significant improvement in most economic indicators, noting that private investment increased by around 73% last year—a clear confirmation that betting on the private sector and its ability to drive growth and development “is a bet well placed.”
Jack Uppal, President and Managing Director of General Motors Africa and Middle East, said:
“The Egyptian government continues to pursue a bold and ambitious vision for the future of mobility—fully aligned with General Motors’ priorities in Africa and the Middle East, which are rooted in innovation and technology. Through our valued partnership with AmCham Egypt, we are proud to participate in this important roundtable aimed at empowering the automotive sector to accelerate progress and shape its future transformation. At the regional level, Egypt stands out as a strategic gateway for mobility and a promising hub for vehicle manufacturing and export. General Motors is proud to play a leading role in this transformation through its global expertise in driving innovation and sustainable growth.”
Daniel Frix, Vice President of Government Relations and Public Policy at General Motors Global, expressed his appreciation for the event, saying:
“I was delighted to participate in this important roundtable, which offered an opportunity to exchange views with the Egyptian government, particularly the Minister of Finance. The discussions reflected a shared commitment to supporting sustainable industrial growth and creating an environment where investment, innovation, and public-private collaboration can thrive. General Motors is proud to continue supporting Egypt’s vision of building a competitive automotive industry capable of expanding across regional and global markets.”
Omar Mehanna, Chairman of the American Chamber of Commerce in Cairo, expressed his satisfaction with organizing this roundtable, which brought together senior executives from General Motors Global alongside the Minister of Finance and leading figures from Egypt’s private sector. He noted that the Minister delivered strong messages of reassurance to participants—especially to the leadership of the global company—affirming the government’s continued commitment to implementing economic reforms and improving the investment climate. This, he said, reinforces AmCham’s mission of supporting and strengthening Egyptian-American economic relations.
