Ahmed Kouchouk, Minister of Finance, affirmed that the government is continuing to accelerate Egypt’s digital transformation agenda and strengthen the technological infrastructure of public institutions to simplify procedures and improve services provided to citizens and investors, while ensuring the highest levels of protection and security for government electronic transactions in accordance with the latest international standards and best practices.
Speaking during the inauguration of the upgraded Data Center of the Government Electronic Certification Authority, Kouchouk stated that the Ministry of Finance is working to provide a comprehensive security framework for automated government systems, enabling the integration of electronic signatures with government digital applications and ensuring the secure exchange of data among government entities.
The Minister highlighted the expansion of electronic seals across government entities as a replacement for traditional seals, supporting more efficient operations within digital platforms and reinforcing the transition toward a paperless and technology-driven government environment.
Kouchouk added that the Ministry is studying the establishment of centers for issuing electronic seals and electronic signatures across Egypt’s governorates to facilitate access for public sector employees while reducing costs and administrative burdens. He also revealed plans to establish a backup government electronic signature center to ensure service continuity during emergencies and crisis situations.
For his part, Major General Mohamed El Badry, Chairman of the Government Electronic Certification Authority at the Ministry of Finance, stated that the development project included comprehensive upgrades to the Authority’s hardware, software, and technological infrastructure, ensuring the uninterrupted delivery of critical government services with advanced levels of security and cybersecurity protection.
He explained that the upgraded center supports and secures several key national digital platforms, including Egypt’s National Single Window for Foreign Trade Facilitation (Nafeza), the electronic payment and collection system, law enforcement systems serving public prosecution offices and selected courts, as well as systems supporting operations within the New Administrative Capital.
El Badry noted that the Government Electronic Certification Authority is the sole entity authorized to issue electronic signature certificates for government employees under a license granted by the Information Technology Industry Development Agency (ITIDA), the regulatory authority responsible for electronic signature services in Egypt.
He added that the Authority provides a comprehensive range of services to ministries and government entities, including the issuance of electronic signature certificates, electronic seals, and trusted timestamping services for government systems, as well as training programs on the use of government electronic signatures and specialized technical advisory services.
The Authority’s services are also used to secure and authenticate the electronic application for Cabinet meeting management, as well as the Ministry of Finance’s electronic payment and collection systems, the government payroll and financial entitlements transfer system, and government electronic cheques processed through the Treasury Single Account maintained at the Central Bank of Egypt.
