Minister of Finance, during an open discussion with investors at a Société Générale event in Paris:

Egypt’s Economy Is in a Stronger Position… Reform Is an Ongoing Process to Ensure Sustainable Growth and Development

Fiscal Performance Is Exceeding Targets… We Are Advancing Investment, Production and Private Sector-Led Growth

Minister of Finance Ahmed Kouchouk affirmed that Egypt’s economy is in a stronger position and that the economic reform program remains an ongoing process aimed at ensuring sustainable growth and development, stressing that the Government’s foremost priority is to translate real economic growth into tangible improvements in citizens’ living standards.

Speaking during an open discussion with a group of investors at an event hosted by Société Générale in Paris, the Minister reviewed Egypt’s latest economic developments and outlined the Government’s fiscal and structural reform agenda aimed at enhancing the competitiveness of the Egyptian economy, attracting more investment, and strengthening the role of the private sector.

Kouchouk said the Government is working to expand economic resources by stimulating production and supporting merchandise and services exports, while continuing to improve the business environment through more flexible, simplified and investor-friendly tax, customs and real estate frameworks, helping attract greater domestic and foreign investment.

He noted that Egypt’s large and diversified economy offers attractive investment opportunities across priority sectors, adding that the country has ranked first in Africa in net foreign direct investment inflows for five consecutive years.

The Minister pointed to encouraging economic indicators recorded during the period from July through March, highlighting continued growth in private investment, a recovery in manufacturing activity, and rising non-oil exports, reflecting the increasing competitiveness of the Egyptian economy.

Kouchouk added that while international indicators continue to improve, maintaining this momentum remains essential to delivering a greater impact on both economic performance and people's daily lives. He reaffirmed the Government’s commitment to maintaining a balanced approach that safeguards fiscal discipline while supporting economic activity and reinforcing the partnership with the private sector.

The Minister stated that fiscal performance during the current fiscal year is expected to exceed target levels despite ongoing global and regional economic challenges. Egypt is projected to achieve a primary surplus of around 4.7% of GDP, while keeping the overall budget deficit below 6% of GDP.

He attributed this strong fiscal performance to robust tax revenue growth, which increased by 29% during FY 2025/2026 without imposing any new tax burdens, reflecting the success of efforts to broaden the tax base and improve tax administration while continuing to support economic activity.

Kouchouk also stressed that the Government remains committed to improving the financing structure by increasing reliance on concessional, innovative and high-impact financing instruments that generate strong economic and social returns.

He concluded by emphasizing that Egypt aims to create additional fiscal space through achieving a strong primary surplus and broadening the tax base, enabling the Government to channel more resources toward human and economic development and support the country's sustainable growth trajectory.
