Minister of Finance, Dr. Ahmed Galal, confirmed that Ministry’s employees presents during the last period a model of dedication and giving priority to public interest, because of performing their works in difficult circumstances that encountered the Ministry after the fire broke out in last August. He indicated that employees will come back soon to their offices which damaged through fire after repairing by Arab Contractors Company. 

The Minister indicated that the Ministry and its entities had launched a number of initiatives to develop performance to get along with the envisaged role of Ministry of Finance as an effective Ministry on all State's sectors. From these initiatives disengagement of financial entanglements among different entities such as Ministry of Finance, Insurance, and the National Investment Bank; establish independent unit for economic Justice file ; also prepare a unified model for financial controller, which its final copy will be launched at the end of this month; generalize information technology; connect all Ministry's affiliated authorities electronically. It was during his meeting with Ministry of Finance's seniors, this was the first in Ministry's large theater after its renewal. 

The Minister confirmed that Government and Ministry of Finance undertake to work on the second financial package to identify its value and programs. He added that concentration will be continue on investment in infrastructure projects because of create job opportunities and increase investment.  

The Minister added in his speech that Ministry of Finance role isn't stop at the importance of collecting revenues and allocating expenditures. He added that if all seniors have an overview on Ministry's work as influential on development, investment, operation, and justice, they will think correctly at making any decision. He emphasized on the importance of Ministry employees' role in all their fields and functional grades. This has an important effect on ordinary/simple citizen life; investment subsidy, budget deficit control; spending rationing; and other essential files.  

The Minister affirmed that there is a very high adjustment between the current government over economic and social goals, and diagnosis current situation and the existence of some controversy in some issues is a healthy and constructive matter.

He said that the execution of performance and program budget is very important, but it will take a period of time. The Ministry seeks to make a good start point in this issue, and rely on the previous experiences. He mentioned that the budget preparation circular for FY 2014/2015 takes in consideration the necessary of showing each expenditure's benefit, also it keens on making all budget preparation staff in each entity know the financial policy goals in order that the preparation will be consistent with such goals. The budget will further take into account what stated in the constitution regarding increase the expenditure on education, health, and scientific research. 

He mentioned that the Ministry of Finance will take in consideration the transparency and the commitment to objective criteria and the fair evaluation at filling the leaderships positions. The Minister said that all vacancies or available jobs will be announced, and he requested from sectors to present their proposals regarding leaders' evaluation into each sector.    

The Minister called for finding a permanent system to guarantee the flow of economic entities and public companies surpluses, affiliated to the Ministry of Finance. He explained the importance of expanding the Tax and Customs examination, mentioning that the origin in all over the world is currently examine the sample, but there may be a necessity in the current time to a relative wider frame, then going back to the commitment to examine the sample when the situations are settled.      

He added that the Ministry of Finance has its central role in dealing with Egypt's inherited economic problems, the principal problems are  slow growth, absence of justice and substantial increase in the budget deficit and public debt. The Minister confirmed that the current transitional government role is describe such problems properly, deal with short-term problems, and create suitable conditions for the coming governments to continue confronting such problems from a better site. He assured that the reform will take some time; however it has to be started currently and properly, and we will benefit from it in the coming years, mentioning that all current reforms in the Ministry has its institutional character in order to ensure the reform continuity in the future.         

Regarding the economic justice, he explained that the Ministry adopts clearly this file; whereas the economic justice unit was created to take the responsibility of launching initiatives for strengthening the economic justice in the General budget of governmental economic programs. The Minister mentioned that the Budget Preparation circular for FY 2014/2015 reflects the public trend towards adopting the social justice, subsidizing the education and health with certain ratios as in the new constitution draft. 

The Ministry also seeks to generalization information technology mechanisms for all Ministry of Finance Authorities which helps on ensuring that the work will be done smoothly in different Ministry's authorities, entities and sectors, also strengthening control mechanisms, preventing the evasion of Customs, facilitating that the taxpayers deal with all Tax Authorities.
