Washington – October 2025
Egypt’s Minister of Finance, Ahmed Kouchouk, affirmed that the Egyptian economy continues to improve and grow, supported by rising investor confidence. He noted that the government’s economic and fiscal reforms are delivering tangible results, maintaining macroeconomic and financial stability while driving growth to 4.4%, alongside strong performance in key sectors such as industry, tourism, communications, and information technology during the last fiscal year.

Speaking during an open dialogue with international investors at Standard Chartered Bank and Citi Bank, held on the sidelines of the IMF and World Bank Annual Meetings in Washington, Kouchouk highlighted that the private sector continues to inject new investments into the Egyptian economy, achieving 73% growth in private investments during the last fiscal year. He pointed out that governance of public investments has provided greater space for private investment and contributed to a reduction in the government’s debt-to-GDP ratio.

The Minister explained that economic and fiscal indicators are trending positively, with ambitious outlooks driven by Egypt’s ongoing reform agenda. He noted that Egypt recorded a primary surplus of 3.6% of GDP in the last fiscal year, while the debt-to-GDP ratio declined by 10% over two years. Moreover, he said, international credit rating agencies have started to adopt a more positive view in light of Egypt’s encouraging economic developments.

Kouchouk emphasized that Egypt offers increasingly competitive investment opportunities, providing access to African and European markets. He added that fiscal policies aim to boost economic activity through initiatives that enhance production and exports, making the growth structure more inclusive and sustainable. The coherence of policies and integration of economic reforms, he said, have contributed to the notable decline in inflation rates.

He further noted that tax revenues have continued to grow strongly during the first quarter of the current fiscal year, in line with the government’s commitment to trust, partnership, and certainty with the business community. The first package of tax facilitation measures, he said, focuses on simplifying procedures, resolving disputes, and encouraging voluntary taxpayer registration. Kouchouk also revealed that a new set of customs and property tax relief measures is being introduced to ease the financial burdens on both citizens and investors.
