Towards More Efficient and Sustainable Institutional Performance
The Ministry of Finance Strategic Plan (2026–2030) provides the institutional framework guiding the Ministry’s work over the coming period and sets its strategic priorities in light of economic developments and development requirements. It supports the achievement of Egypt Vision 2030 objectives, enhances the efficiency of public financial management and fiscal sustainability, contributes to economic growth, improves service quality, and advances institutional performance.
The Plan adopts a modern approach to planning and performance management, centered on priority setting, results measurement, continuous monitoring, institutional improvement, and risk management. This approach enhances the efficient use of resources, strengthens the Ministry’s ability to respond to changing circumstances, enables proactive management of potential risks and crises, and helps achieve sustainable impact.
The Plan was developed through a scientific and participatory methodology based on an analysis of the internal and external environment, an assessment of future challenges and opportunities, the identification of risks associated with strategic objectives, and the application of best practices in strategic planning and institutional performance management. This process involved a series of workshops and consultation sessions with the participation of the Ministry’s senior leadership and representatives of its departments and affiliated entities.
As part of efforts to strengthen institutional governance of the planning process, a decision was issued to establish the Permanent Committee for Strategic Planning, which is responsible for overseeing the preparation, implementation, monitoring, and updating of the Strategic Plan, as well as strengthening integration and coordination among the Ministry’s departments, affiliated entities, and authorities. A decision was also issued to establish the Higher Committee for Crisis Management, supporting the Ministry’s preparedness to address potential crises and risks, strengthening its capacity for effective response and business continuity, and mitigating their potential impacts.
The Central Department for Strategic Management led the preparation of the Strategic Plan and oversaw its various stages, from designing the methodology, managing the analysis and planning processes, and coordinating among the Ministry’s departments and affiliated entities, through formulating strategic directions and objectives, developing programs and activities in line with the Program and Performance Budgeting methodology, and defining performance indicators and mechanisms for monitoring, evaluation, and risk management, to developing an integrated strategic document grounded in scientific principles and aligned with the latest practices in government planning.
The Ministry of Finance Strategic Plan serves as a roadmap for the Ministry’s work from FY 2026/2027 through FY 2029/2030. It provides an integrated framework for setting priorities, allocating resources, measuring performance, managing risks and crises, and strengthening coordination among the Ministry’s departments, affiliated entities, and authorities. In doing so, it supports decision-making, embeds a culture of strategic planning, and contributes to achieving the Ministry’s strategic objectives efficiently and effectively.
